Shillong, Jan 27: Deputy Chief Minister in-charge Home Prestone Tynsong on Tuesday said the government is examining the possibility of incorporating provisions similar to the Inner Line Permit (ILP) system in the new Immigration and Foreigners Act 2025.
“The chief minister has already given a statement that we are even examining if in the new Immigration and Foreigners Act 2025, we can incorporate some kind of a provision over there to implement it just like ILP type,” Tynsong told reporters.
He added, “But that again we have referred this detail of the provisions in the latest Immigration and Foreigners Act, 2025 passed by the parliament to be again looked into by the Advocate General and team of legal experts.
Tynsong also rejected the allegation that the state government has not abandoned the Meghalaya Residents Safety and Security Act, 2016 (MRSSA).
“Who told you that we have abandoned the MRSSA? MRSSA is partly being implemented. We are functioning under MRSSA,” he said adding “We already have the district task force (DTF) headed by each deputy commissioner. We have already activated them as per the rules. It is there and we are making it more effective in all other districts.Especially in Shillong, let me tell you one thing it (MRSSA) is fully functional.”
Regarding the amendment Bill of the MRSSA, Tynsong explained that the original Act lacked provisions for setting up entry-exit points, which is why the amendment Bill was referred to the Ministry of Home Affairs.
“We do implement it (MRSSA), but legally speaking, we cannot set up entry-exit points as there is no provision in the original form of the MRSSA,” he said.
“That is why we went to pass it in the Assembly in the form of amendment and ultimatelly the amendment Bill was referred to by the then Governor to the Ministry of Home Affairs. I did not say we did not implement MRSSA, we do implement it but legally speaking we cannot set up entry-exit points as there is no provisions in the original form of the MRSSA,” Tynsong added further.
