Shillong, Oct 24: The Governor of Meghalaya, C.H. Vijayashankar, on Thursday gave assent to several bills passed by the Khasi Hills Autonomous District Council (KHADC). In specific, he gave nod to 6 out of the 7 bills submitted by the council.
Recently, a KHADC delegation met with the Governor to seek approval for the seven bills which have been approved by the District Council.
The six bills include: The Khasi Hills Autonomous District (Administration of Elaka) (Amendment) Bill, 2023; The Khasi Hills Autonomous District (Nomination and Election of the Lyngdoh, Myntri, Lyngdoh Raid and Sordar Shnong and Administration of Sohiong Lyngdohship) Bill 2023; The Khasi Hills Autonomous District (Regulation and Administration of Land) (Amendment) Bill, 2023; The United Khasi-Jaintia Hills District Fishery (Amendment) Bill, 2023; The Khasi Hills Autonomous District (Khasi Social Custom of Lineage) (Amendment) Bill, 2023; and The Khasi Hills Autonomous District (Trading by Non-Tribals) (Amendment) Rules, 2023.
Speaking to reporters at the District Council Hall, KHADC Chief Executive Member (CEM), Pyniaid Sing Syiem, said the KHADC received an official communication from the Governor’s Office that six of the pending bills out of seven have been assented or given the approval from the Governor.
Explain about the bills, Syiem said the Khasi Hills Autonomous District (Administration of Elaka) (Amendment) Bill, 2023, is very important and the principal Act is the Elaka Administration 1991. “We feel that as the Executive Committee, and as the Council as a whole, we think it is a high time to bring amendment to this Bill, because if we see at the day to day functioning and administration of Dorbar Shnong, we need to include or recognise the functioning of the Seng Samla, the Seng Longkmie and the Seng Kynthei which has not been included before,” he said.
With the amendment of the Act, he expected to see the active engagement of these bodies within the Dobar Shnong as he cited that they can play an important role in controlling of influx and to help in curbing the menace of drugs in the society.
On another bill that has received the assent, the Khasi Hills Autonomous District (Nomination and Election of the Lyngdoh, Myntri, Lyngdoh Raid and Sordar Shnong and Administration of Sohiong Lyngdohship) Bill 2023, the CEM said that till date only 50% of the Elakas under the KHADC are able to codify and this Act will help the KHADC in codifying the daily functioning of the villages under the Sohiong Lyndohship.
The Khasi Hills Autonomous District (Trading by Non-Tribals) (Amendment) Rules, 2023, also recived the Governor’s assent. On this bill, the CEM said the fees for applying of Trade License will be the same even though the Act has been amended but the only changes will be on the strengthening of Council Enforcement and also to properly regulate the day-to-day functioning of the District Council.
