Assam CM urges PWD contractors to hire local workers

Guwahati, Jan 29: Assam Chief Minister Himanta Biswa Sarma on Thursday asked Public Works Department (PWD) contractors to prioritise the engagement of local workers instead of hiring labourers from districts such as Dhubri, reiterating his push for greater employment opportunities for indigenous communities.

Speaking to reporters, Sarma said it was time to change the prevailing mindset about the capabilities of local workers. “If Lachit Borphukan could win the Battle of Saraighat, why can’t Assamese workers build a bridge?” he remarked.

Citing major infrastructure projects, the chief minister claimed that the Bogibeel Bridge was constructed entirely by local Mising workers and stated that Assamese workers are also employed at the upcoming semiconductor unit in Jagiroad. “Along with infrastructure development, I aim to ensure the economic stability of the Assamese community,” Sarma said.

He added that contractors should invest in training local youth rather than sourcing labour from other districts. “In places like Majuli, workers are often brought in from Dhubri. Local workers should be given opportunities and trained accordingly. We are taking a slew of measures to change this situation,” he stated.

The chief minister, however, once again made strong remarks targeting ‘Miya Muslims’, a community that has traditionally formed a significant part of the construction workforce in Assam for decades, particularly in lower Assam districts such as Dhubri and Barpeta. Their availability at comparatively lower daily wages has made them a preferred choice for many contractors.

Sarma also urged people to raise objections against what he described as the unchecked movement of workers, claiming it was affecting employment prospects for indigenous communities. His remarks have drawn attention for their sharp tone and have sparked concern among rights groups and political observers.

In recent months, the chief minister has repeatedly spoken on the issue in public meetings, framing it as a matter of protecting local employment and demographic balance.
