SHILLONG, AUG 28: The state has recorded 5,413 VVIP and VIP movements from the end of last financial year 2025-26 till August, Deputy Chief Minister in-charge Home (Police) Prestone Tynsong told the Assembly on Friday.
Replying to a cut motion, Tynsong said maximum VVIP movement came from Delhi.
“We have President’s visit, VP visit, Union Ministers’ visit, PM visit, Governors, CMs, State Ministers, Judges of High Court, senior officials etc. This is not small, about 5,413 movements have taken place. So we could understand the expenditure that is bound to be borne by the state government,” he said.

On protocol for identifying VVIPs and VIPs, he said the government is strictly guided by the Blue Book and Yellow Book.
“As far as the state is concerned, we are following strictly as per Yellow Book,” he said.
On criticism of VVIP/VIP culture, Tynsong said SOPs were issued two months ago on use of sirens and vehicles by VIPs.
“It is already there in black and white. I am sure these SOPs will be strictly followed by all concerned VIPs,” he added.
