SHILLONG, OCT 22: Member of Parliament (Rajya Sabha) James P K Sangma has written to Delhi Police Commissioner Anurag Kumar seeking immediate FIR and investigation against content creator Amir Shokeen for alleged racial harassment of a youth from Tripura.
In the letter, Sangma said a video circulating on social media allegedly shows Shokeen mocking the youth as “Chinese” and insulting him over his identity and appearance.
“If the allegations are borne out, this is neither humour nor content creation. It is racial abuse that promotes enmity on grounds of race, place of birth and residence, and it demeans every citizen of the Northeast,” Sangma wrote in his complaint.
Flagging the larger pattern of discrimination, he said, “This is not an isolated incident. People from the Northeast continue to face racial slurs, stereotyping and harassment in Delhi and other cities, eroding their sense of dignity and security as equal citizens.”
Referring to last year’s incident, he said, “The death of Anjel Chakma, a Tripura student, in Dehradun in December 2025, after he and his brother were repeatedly called ‘Chinese’, shows how far such abuse can escalate.”
The MP requested that the concerned police station and IFSO (Special Cell), in coordination with SPUNER, be directed to take action, noting that “SPUNER was set up in 2014 precisely to safeguard citizens from the Northeastern states, including in cases of racial discrimination.”
He has sought registration of FIR under Section 196 and Section 352 of Bharatiya Nyaya Sanhita, 2023 and under Section 3(1)(r) and Section 3(1)(u) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, if the youth belongs to a Scheduled Tribe.
Sangma also requested preservation of digital evidence, including original video and account details, identification of the accused, and protection of the victim’s identity and safety through SPUNER.
Copies of the letter have been forwarded to Special Commissioner of Police (SPUNER & SPUWAC) David Lalrinsanga and Joint Commissioner Nabam Gungte.
