Meghalaya govt to consult all stakeholders on Investment Promotion Act rules

Shillong, March 14: The state government has assured to consult all stakeholders during the framing of the Rules to the Meghalaya Investment Promotion & Facilitation Act, 2024.

This was informed by the Commissioner & Secretary in-charge Home (Political) Cyril Diengdoh in a letter to the Khasi Students’ Union (KSU) president Lambokstarwell Marngar on Thursday.

This also came days after a meeting chaired by chief minister Conrad K Sangma with a delegation of the KSU, which demanded scrapping of the MIPFA.

“All stakeholders including your organization will be consulted during the framing of the Rules to the Meghalaya Investment Promotion & Facilitation Act, 2024 taking into consideration the suggestions made by your organization in the discussion held yesterday,” the letter stated.

It also said, “The concerns of the civil society including your organization on the issue have been incorporated and addressed in the proposed amendment Bill tabled in the Budget session of the Assembly. These are: the Meghalaya Investment Promotion & Facilitation Act, 2024 will not dilute any of the provisions of the Meghalaya Transfer of Land (Regulation) Act, 1971, it will not bypass any provisions relating to the autonomous district councils (ADCs), safeguard local employment opportunities where 90 percent jobs will be reserved in non-managerial position and 50 percent in managerial position.”

On the issue of direct purchase of land bank by MIPA, government said it has taken cognizance of the Union’s concerns and will address the matter at the right forum.
