Assam Govt–AASU talks revive Assam Accord implementation push

Guwahati, Nov 23: The Assam Government and the All Assam Students’ Union (AASU) held a crucial meeting on Saturday here to review the implementation of the Assam Accord based on the recommendations of the Biplab Kumar Sarma Committee — signalling renewed momentum on the long-pending commitments of the 1985 agreement.

Following the meeting, AASU President Utpal Sharma informed the media that the committee has submitted multiple recommendations, including 40 that fall fully under the state government’s jurisdiction and 12 that require joint coordination between the Centre and the State. “Discussions were held on the actionable points related to the State Government covering a total of 52 recommendations. Resolutions have been adopted, and a roadmap for implementation has been prepared,” Sharma said.

AASU proposed forming a Cabinet sub-committee to monitor the progress of these 52 recommendations. The body would be chaired by the Minister for Assam Accord Implementation, with the Chief Secretary as a member. “The Chief Minister acknowledged the suggestion and assured that such a committee will be formed and notified soon,” Sharma added.

He further stated that 15 other recommendations lie exclusively with the Central Government, some involving constitutional amendments. AASU demanded tripartite talks between the Government of India, Government of Assam, and AASU — a proposal the Chief Minister agreed to pursue with the Centre. AASU will brief the media further during a press conference scheduled for November 24 at its Uzan Bazaar headquarters.

Officials also confirmed that the earlier Cabinet sub-committee headed by Minister Atul Bora — which held seven rounds of discussions on key Assam Accord clauses, including NRC updation and flood and erosion control — has completed its work and submitted its final report to the Chief Minister. The report will be shared publicly during AASU’s upcoming press conference.

Meanwhile, AASU raised concerns over the ongoing debate around the Tiwari Commission Report on the 1983 elections, noting that the indigenous population had boycotted the polls, citing the presence of suspected illegal immigrants in the voter roll. The organisation argued that the Tiwari Report reflects only the government’s perspective and excludes testimonies of protestors and the general public.

Highlighting the need for a balanced narrative, AASU submitted the Mehta Commission Report — compiled by freedom fighters and containing viewpoints of agitators and citizens — urging that both reports be tabled equally in the Assembly for an impartial discussion. The Chief Minister has reportedly agreed to the request.

Addressing the media, Minister Atul Bora reiterated the distribution of the recommendations — 40 under the State, nearly 15 under the Centre, and 12 requiring cooperation between both. “Seven rounds of discussions were held, and the committee has now submitted its report to the Chief Minister,” he said.

Calling it a “historic day,” Bora added:

“The Assam Movement, launched by AASU in 1979, continued till the signing of the Assam Accord in 1985. Despite the goals of the movement, previous governments did not take meaningful action. We extend our sincere gratitude to the Honourable Chief Minister for his initiative and strong political will, and to AASU leaders for their cooperation. We are hopeful that we will achieve the goal in the near future.”
