Kuki SoO groups in Assam dissolve armed outfits following peace pact

Guwahati, March 24: In a landmark step towards lasting peace and stability in Assam, the Kuki Suspension of Operations (SoO) groups have announced the dissolution of their armed organisations following the signing of a Memorandum of Settlement with the Government of Assam and the Government of India on March 15, 2026.

The groups—comprising the Kuki Revolutionary Army (KRA), United Kuki Defence Army (UKDA), and Kuki Liberation Army (KLA/KLO)—issued a formal statement expressing deep appreciation to both the state and central governments for their proactive efforts towards peace, dialogue, and inclusive development.

Describing the agreement as a historic and transformative milestone, the groups said it marks a decisive shift from conflict to cooperation, opening a new chapter of mutual trust, reconciliation, and political accommodation in the region.

“In adherence to government directives and the provisions of the Memorandum of Settlement, the KRA, UKDA, and KLA/KLO stand officially dissolved with immediate effect,” the statement said, adding that all affiliated units were disbanded from March 23, 2026.

The organisations have directed all cadres to vacate designated camps, return to their homes, and lead normal civilian lives in full adherence to the Constitution of India. Cadres have also been urged to reintegrate into mainstream society and contribute to peace and development.

Calling upon cadres, supporters, and well-wishers to uphold the spirit of the agreement, the groups urged full cooperation with authorities in maintaining peace and stability. They also appealed to all sections of society to embrace this new phase with unity, reconciliation, and optimism.

Addressing concerns raised in certain quarters, the groups said their demands had been moderated to avoid potential conflicts with other communities. In the interest of broader harmony, they noted, key demands—including a proposed Kuki Tribes Autonomous Regional Council in Karbi Anglong and a separate Borial district in Dima Hasao—had been set aside.

They added that proposals such as the creation of new MAC seats would be pursued only after due consultation with all stakeholders to ensure inclusivity and consensus.

Expressing concern over recent criticism, a leader termed the protests and apprehensions from some sections as “surprising and disheartening,” noting that similar objections were not raised during the formation of other development councils. However, the groups said the government had adopted a balanced approach, addressing concerns of all communities to keep the agreement inclusive and non-contentious.

The groups have urged the government to ensure full and timely implementation of all provisions of the agreement, stressing that the credibility of the peace process depends on the sincere fulfilment of commitments.

The groups stated that any individual or entity claiming to act in the name of the dissolved organisations would be considered unauthorised, and that they would bear no responsibility for such actions.

Reiterating their commitment to peace, development, and public welfare, the Kuki SoO groups expressed hope that the move would pave the way for a stable, harmonious, and prosperous future for all communities in Assam.
